Smoking allowed and not stopped immediately

The hotel allowed some guests to smoke. This made the entire floor reeking of cigarette smell. We made a complaint but it looks like not much was done as we saw the culprit smoking from a pipe near the lift lobby the following day. Not acceptable for a Ritz Carlton!
