Fewo im Sozialen Wohnungsbau - unanständig?

Schöne, helle, renovierte und gut ausgestattete Ferien-wohnung in einem von 3 großen Wohnblöcken, in ruhiger Wohnlage, Zentrum mit Bus und Straßenbahn mit günstigem Tagesticket sehr gut zu erreichen. Anders als online angeboten und von uns gebucht, befand sich diese FeWo nicht im Parterre, sondern im 4. OG - ohne Aufzug. Für uns war das okay, bessere Sicht, vermutlich ruhiger und heller als im Parterre. Unser Eindruck: diese Wohnung ist bewohnt und wird bei Bedarf als FeWo vermietet. Geschäftsmodell zur einfachen Finanzierung der Grundmiete? Ist das in Ordnung? Hätten wir das ahnen können?
