Balcony cannot be used

First of all I would like to start by saying how great the agents where with us. They met us at the apartment and even looked after our bags prior to our departure. Communication with top class. My issue was the apartment balcony. We could use it, it was totally inaccessible due to building work. This really spoilt our stay and if id of know this prior to booking I would of stayed elsewhere. While on hotels.com it said there would be some external work, it never mentioned that the balcony was like a building site. The rest of the apartment was fine. Good side rooms and plenty of amenities from TV, air con, washing machine etc. Also location to the city couldn't of been better. To conclude I did feel like i'd been lied to and not told the truth. The pictures on Hotels.com show the balcony as it was prior, not as it is now. This left a bitter taste for me.
