Irish car rental policy is strict. You have to be at least 21 to rent a car, although many rental companies won’t rent to you unless you’re 23 or 25. Ask before you rent if you’re concerned. Take note that in Ireland, many car rental companies won’t allow drivers over 75 to rent a car, either.
