Do not stay here if you have status with Expedia. They will not recognise your gold status or your VIP access. It's reasonably clean, the reception staff weren't overly great but the restaurant staff were amazing. Does the job for the price but it's not even in downtown Bakú and they don't recognise your status. Not worth it in my opinion.
