I didn't have a pet but there was a sign that said No Pets in the Breakfast food area due to their county health department limitation. That shouldn't be a problem for someone to leave their pet in their room to go down to eat for a short period.

Room was cramped. Two people couldn't pass at end of the beds and we are thin. Said dogs welcom; never a mention by staff, marketing documents, or initial billing about a $25 per night pet fee. Be upfront about it. I ended up calling after our visit to determine what the charge was for.
