I really enjoyed my time at the Caesar Park Hotel. I went in December, which is the off season and got a nice discount and complimentary breakfast. The staff was very accomodating even thought my Mandarin was limited. The tours arranged by the hotel were very nice as well. It was clean and had a great view. Highly recommended.

Dining tip:
Short walk from hotel
There are less expensive and nicer places to eat outside the apartment. There is a nice Spanish and Thai restaurant a short walk up the road. Or if you want there are traditional Taiwanese places as well.
