Novotel is the best in Dakar...
The hotel staff is great. Yes, food inside hotel is expensive but the hotel is near everything. It is short walk from port to Ile de Goree, the market, great restaurant La Forchette, local eateries and bakeries, and so on.

Walk seemed short to me...but go to the market and bargain and enjoy.

Dining tip:
In Hotel
Try the local food, it is really good. I had the Fish and the Chicken and they were both delicious. Don't be afraid to try any of the food. Though the eggs at breakfast buffet are nothing like American eggs.

Horrible Value
The Hotel is grossly overpriced and is a horrible value. The rooms were dirty - even moldy. The front desk staff was horribly unfriendly, even after they made innumerable mistakes with our reservation, both upon arrival and departure. Without going into detail, it was the worst service I've ever received at a hotel of any type, let alone one that was extremely expensive by Dakar standards.
